What All States Have in Common
Despite the variation, every state agrees on these fundamentals for residential pool permits:
- Inground pools require a building permit in every incorporated jurisdiction without exception
- Electrical work for pool pumps and lighting requires a separate electrical permit pulled by a licensed electrician in every state
- A barrier of at least 48 inches (60 inches in California) is required around any pool holding water 24 inches or deeper
- The pool must be empty and all work complete before the final inspection can be scheduled
- The certificate of completion must be issued before the pool can be filled for use
